I think that the most difficult steps to be implemented in a public organization would be to ensure that there are organizational members rewarded for showing good behavior (Porath & Pearson, 2013). This is because there would mostly be bad behavior found to be shown by the members of the management or by the staff members. There would be a dilemma generated for the evaluating members to find out the name of the organizational member/members behaving in a civilized and professional manner. If there would be selecting of an organizational member with flaws or disciplinary issues, the other organizational members would question the integrity of the management.
